Please be informed that CTIA has issued an updated CTIA Short Code Monitoring Handbook v1.4.1 effective November 1, 2014. Please also note that we are reviewing the TCPA inclusion w/ our legal team and will get back with changes, if any. We have highlighted the document changes listed below.
The most notable Message Flow changes are below:
Recurring services require disclosure that multiple messages will be sent (i.e. “periodic messages”) but a specific frequency (i.e. 5 msg/mo) is no longer required.(Section A.7)
Single-message services no longer require Help/Stop in MTs. (Section A.6)
HELP no longer needs to be in bold on website/T&Cs page. (Appendix B)
STOP needs to be displayed in bold on website/T&Cs page. (Appendix B)
The following Audit Violations have been removed:‘Misuse of Carrier Endorsement or Brand’ However, this still remains a requirement
‘Misrepresentation’ for both Product and QuantityEgregious instances of product or quantity mismatch will be escalated case by case to CTIA
‘Inconsistent Program Identification’Messages no longer need to display the short code program name in exactly the same format across the message flow
All messages must include a program name that is easy to relate to other messages in the flow and to the program ad
‘T&Cs Placement Requirements’These were designed for Premium SMS programs
In new handbook disclosures previously required in the T&Cs may appear adjacent to the CTA or to a separate Terms page
